Building Industry Association of Washington (BIAW)
The Government Affairs Manager will develop policy, conduct research and provide assistance to further BIAW’s mission as part of the government affairs team. This includes representing BIAW with the State Legislature and multiple government agencies; supporting broader government affairs projects as directed/requested; and coordinating support for the government affairs programs at local homebuilder associations.
The GA Manager will act as BIAW lead on Washington’s residential construction and energy codes, including informing BIAW members on applicable residential codes changes and engagement at the State Building Code Council and processes of the code update cycle.
This position shall provide general support to BIAW programs and staff, as well as research and development of special projects as assigned:
- Governmental AffairsCreate a reference library and best practices guide on policies, issues, and topics that impact the industry to support local homebuilder association government affairs efforts.
- Coordinate the gathering, cataloging, education, and distribution of information regarding residential construction.
- Serve as a conduit and resource for local homebuilder associations government affairs programs.
- Assist with grassroots efforts and coordinate with local homebuilder associations.
- Develop, assist, and write legislative policy consistent with BIAW goals and priorities.
- Plan, organize and conduct research, statistical analysis, and cost analyst on issues of interest to the association at the direction of the Government Affairs Director.
- Keep apprised of legislative and regulatory issues.
- Track, engage, testify, and submit comments on agency rulemaking affecting the homebuilding industry, as assigned.
- Assist in the development of regulatory update guides and classes for BIAW members.
- Gain familiarity with residential building codes and regularly attend State Building Code Council (SBCC), SBCC Committee and Technical Advisory Group (TAG) meetings.
- Monitor, review, and participate in the code development process at the SBCC relative to residential construction.
- Recruit and support BIAW members to serve on SBCC, SBCC Committees, and TAGs.
- Assist in the development of classes to highlight changes and updates. Remain abreast of industry/code issues and trends.
- Develop relationships and liaise with assigned and relevant outside organizations, state agencies, and local homebuilder associations.
- Coordinate the gathering, cataloging, education and distribution of information regarding building codes to staff, committees, members and local associations.
- Attend and or speak at local association meetings, other organizations and/or government agencies, as requested, on timely/topical issues of interest.
- Generate information for newsletter, website and/or other member communications.
This position requires strong organizational skills, self-motivation, appropriate decision-making abilities and the use of good judgment to diffuse potential problems and/or solve problems as they occur. Capacity to work independently, as well as in a team environment.
Preferred candidates will have BA/BS or equivalent experience with 3-5 years of legislative, regulatory, policy, or local government work experience.
