Building Industry Association Announces Noelle Lovern as New Executive Officer
Announces 2025 Executive Board Members and addition to the Board of Directors

VANCOUVER, Wash., February 25, 2025 – The Building Industry Association of Clark County (BIACC) has appointed Noelle Lovern as its new Executive Officer. Lovern brings extensive experience in government affairs, stakeholder engagement, strategic communications, and industry advocacy, positioning her to lead the BIACC into its next chapter of growth and impact.
“Noelle’s rapport with association members and her reputation in our community, especially with policymakers, makes her an invaluable leader for the BIACC,” said Alexa Lee, President of the Building Industry Association of Clark County and Sales Manager of GRO. “Her deep understanding of the association’s strengths and priorities positions her to build on the BIACC’s legacy and success. We are excited to see her bring fresh energy and vision to this role.”
Lovern joined the BIACC in May 2022, leveraging her background in government affairs and public relations to advocate for housing policies that keep homeownership within reach for working-class households. Her career in policy began as a congressional caseworker for Congressman Walt Minnick in Idaho’s First Congressional District, where she assisted homeowners during the foreclosure crisis, helping facilitate mortgage modifications that saved more than 80 homes. She later served as vice president of government affairs and corporate communications for American CuMo Mining Corporation, where she worked with stakeholders, community members, and policymakers to shape policy solutions for the world’s largest molybdenum deposit, located northwest of Boise, Idaho.
At the BIACC, Lovern has played a pivotal role in strengthening relationships with regulatory jurisdictions and leading key initiatives such as the Government Affairs Committee, the Professional Women in Building Council, and the newly launched Build Better program. She also coordinates the All-County Collaborative Workgroup, which brings BIACC members together with eight major jurisdictions in Clark County to address process and policy issues. Additionally, as the coordinator of the Building Industry Group Political Action Committee, she works with candidates and elected officials to advocate for industry priorities.
“The BIACC plays a vital role in supporting the homebuilding and construction industries which is critical to addressing the current , and I am honored to step into this leadership position,” said Lovern. “I look forward to working with our members, local officials, and community partners to ensure a strong future for our industry and the communities we serve.”
The BIACC also announces its 2025 Executive Board, led by newly appointed President Alexa Lee of GRO. Joining her on the executive leadership team are Vice President Tracy Doriot of Doriot Construction, Second Vice President Max Booth of Maddox Transformer, Vice President Secretary Mark Kroll of Alliant Insurance Services, Treasurer Dave Campos of iQ Credit Union, and Immediate Past President Chuck Neibert.
In addition, the BIACC welcomes Drew Talbert of West Coast General Contracting as the newest member of its Board of Directors. This esteemed group of industry leaders will guide the association’s mission to advocate for and support the homebuilding and construction industries in Clark County.
